Yes...depending on the brand of the car. While top sellers like Honda, Mazda, Chevy and others might not be so quick to offer rebates and other other incentives, Kia, Hyundai and Suzuki regularly offer great rebates and incentives.
I think it's shifting because dealerships are making a comeback. We just had a dealer re-open after being closed for 2 years, so that says a great deal I think.
I agree there's a shift somewhere, but I still think it's more of a buyer's market. This is not to say the dealers will immediately give in. You still have to negotiate well, but know that their position isn't as strong.
If you are willing to shop around, and wait a while, you can find good deals. I've also find dealers in high populated areas usually are willing to give a better price since they deal in more volume.
