License plate covers

There are tinted license plate covers out there. It makes it really hard to see the plate. I've heard they are illegal in some states (but, apparently not in others). I think they shouldn't be allowed because of the reduced visibility.

I've never heard of these before. In my area, it is illegal to have the license plates obstructed in any way, for example if they are too muddy, or the writing too light. What is the point of even having covers, anyway? So that stolen vehicles can't be easily detected? I think they're a really silly idea.
 
It would be silly to do that, any law enforcement officer that saw that on your plate would "KNOW" that you are trying to hide something and stop you to check.

This was covered on Mythbusters. None of the plates tested prevented the speed cameras identifying the car. They tested a sparkly one, a magnifying plate, and some spray on thing too.
