VW Beetle recall due to non compliance

Sad, but true. 27 new VW Beetles manufactured between 1 - 22 of September last year have been recalled in the US. Why? They failed to meet new crash barrier safety regulations... introduced on September 1. The stupid thing is that owners are being asked to swap their cars for an older model which - get this - also fails the crash barrier requirements, but complies with government standards during their time of manufacture! How ridiculous is that?!

When this sort of recall happens, are car owners *required* to do the swap, or do they have the option to keep the car, knowing that it does not meet "regulations at the time of manufacture"?

Strangely ridiculous! But what a ***** world we live in. That's what I don't understand with the law, sometimes. I would be totally upset if I had one of those BWs being recalled.

Well, if I was the owner of one of those recalled cars, I'd refuse. At the very least, wouldn't it be more sensible for VW to offer a swap for a car made after the 22 September?? That would make more sense, if it's about complying with government standards.
