I just had this discussion with my employer, and well, I may have convinced that party to "play along".

For years now, the start of September has me doing a few things, including Fall cleaning and the like.

It's also the time when I change the batteries in all the smoke detectors in the house... and replace the wiper blades on all the vehicles, top the rad's up with a bit of anti-freeze, and put a freeze-resistant wiper fluid into the resevoir.

A hot summer will break down the wiper blades faster than snow and salt will. Replacing the blades near Arbor Day makes sure you will be able to see when the bad weather hits (and you know it will!).

That's probably a good idea. I find, though, that I don't have to replace my wiper blades as often as every year, usually. Usually I replace them every 2-3 years. Still, it can't HURT to have new ones every year!
